About Wanda

Wanda has been a resident of the Woodmore Highlands community of Bowie for over 26 years. 

With over 36 years of experience in the federal Bureau of Fiscal Service, the last 13 years being a member of the elite Senior Executive Service, Wanda has achieved many firsts during her career and has a proven track record of success. 

Wanda and her husband Terry own an independent real estate brokerage in the Pointer Ridge Section of Bowie.  She is a long-time advocate for small, minority, and women-owned businesses. 

Winning Campaign Manager for Kym Taylor, MD District 23 State Delegate, Wanda is the immediate-past President of the Greater Bowie Chamber of Commerce and a member of the Community Association of South Bowie. 

Wanda is an active Member of the First Baptist Church of Highland Park and Delta Sigma Theta Sorority, Inc. and enjoys golfing with Queens on the Greens.

Wanda holds a BS Degree from Rider University (NJ) and a MGA Degree from the University of Maryland.

Wanda and her husband are the proud parents of three adult daughters, three grandchildren and a grand dog.

  • Increased Public Safety – protecting the physical welfare of the citizens in Bowie by ensuring city organizations responsible for public safety (police, fire, etc.) have the resources they need.
  • Advocate for Quality Public Education - partnering with our County School Board representative and County Council members to ensure the needs of Bowie residents are heard.

Proven Leadership:  with more than 40 years of leadership experience, I will bring integrity, fiscal responsibility, and operational excellence to City Hall.  My focus is on transparent government, responsible stewardship of taxpayer dollars, and a strategic economic development plan that strengthens Bowie's future.


Community-Focused:  I show up and I listen.  Strong leadership starts with citizen engagement, open communication, and transparency.  I will work with residents, businesses, and community organizations to ensure Bowie's priorities reflect the voices of the people who live here.


Accountability and Results:  I believe government should deliver measurable outcomes.  By using data, performance measures, and efficient operations, we can improve city services, support economic growth, and advocate for Bowie's schools and students.

Wanda's Professional Experience

Realty Transaction Services, Inc. Realtor/Office Manager, Bowie, MD

A family-owned business, Realty Transactions Services, Inc., is an independent real estate brokerage located in the Pointer Ridge Section of Bowie, MD.  For 23 years, the focus of the business is residential sales and leases, land sales, and commercial real state sales and leases in the State of Maryland and the District of Columbia.  Wanda is the member of the Maryland Association of Realtors and the Prince George's County Association of Realtors where she serves on the Professional Development Committee.  Additionally, Wanda was appointed to the Appraisal Bias Committee by the former speaker of the Maryland House of Delegates, Adrienne Jones.

Greater Bowie Chamber of Commerce, President, Board of Directors

Wanda served a two-year term as President of the Board of Directors of the Greater Bowie Chamber of Commerce where she provided strategic leadership and advocacy for the local business community.  During her tenure, she worked to strengthen partnerships between businesses, community organizations, and local government, helping to expand networking opportunities, promote economic growth, and support small businesses.

"Winning" Political Campaign Manager, "Kym for Maryland", MD District 23 Delegate

From June 2021 to November 2022 Wanda managed a paid campaign staff and volunteers Maryland District 23 Delegate, Kym Taylor.   Wanda developed an outreach strategy and a communications plan.  Working with the candidate, Wanda canvassed District 23 communities, participated in corner waves, attended community events and organized fundraisers.  Along with the Treasurer, she developed budgets and approved expenditures and state financing reports.

Bowie City Council Member At-Large

Wanda proudly serves as a Bowie City Council Member At-Large, having been elected by the residents of Bowie in November 2023.  In this role, she represents the entire city and is committed to transparent governance, fiscal responsibility and thoughtful community development.  Wanda works collaboratively with fellow council members, city leadership and residents to ensure the Bowie remains a safe and forward-thinking community.  She is dedicated to "showing up", "listening", and "taking action". 

Member, First Baptist Church of Highland Park

Joining in 1981, Wanda has been an active member of First Baptist Church of Highland Park, Landover, MD.  She currently is a member of the Social Justice Ministry and serves as the Treasurer.  Wanda also is a member of the Music and Fine Arts Ministry where she is often a featured soloist.

Member, Delta Sigma Theta Sorority, Inc.

Joining in 1993, Wanda has been an financial and active member of Delta Sigma Theta Sorority, Inc.  She is currently a member of the Prince George's County Alumnae Chapter.  Additionally, Wanda served as the Chair of the Board of Directors for the sorority's affiliate non-profit, the Delta Foundation, Inc.

U.S. Treasury's Bureau of Fiscal Service Experience

Deputy Commissioner, Financial Services and Operations:

After 36 + years of dedicated service, Wanda retired in March 2017.  During her tenure she provided executive leadership to an organization of over 3,500 employees in 7 locations across the country.

Responsible for:

Wanda was responsible for a federal appropriation budget of over $300 million and a permanent and indefinite appropriation budget of over $1 billion.  

Career Highlights Include:

  • Member of a leadership team responsible for consolidating 2 Treasury Bureaus, the Financial Management Service and the Bureau of the Public Debt.  
  • Reduced 5 Information Technology Data Centers from 5 down to 2.  
  • Repurposed a Regional Payment Center to a federal Debt Collection Center.  
  • Closed a Regional Payment Center as a result of operational improvements.  
  • Completed a large organizational transfer of work function.  
  • Used human resource tools such as buy-outs to allow for success organizational downsizing.  Consolidated 2 major operational areas.  
  • Served as the Department of Treasury's "American Reinvestment and Recovery Act" lead to the Executive Office of the President in 2009 and implemented two federal grant programs.

Fiscal Service Financial Services and Operations Responsibilities:

  • Lead the operation of Treasury and Federal Reserve systems that support Treasury bills, notes, bonds, floating rate notes, and Treasury Inflation-Protected Securities held by institutional investors and their customers. Awarded $8.6 trillion in Treasury Marketable securities.  Also responsible for the systems which serve individual investors who own savings bonds.  Issued $5.5 billion in Treasury Securities and $3.3 trillion in managed trust funds.
  • Served as the U.S. Chief Disbursing Officer for the federal government being the primary disburser of payments paid by the Social Security Administration, Department of Veterans Affairs, and federal income tax refund payments.  Disbursed $3.4 trillion in federal payments.
  • Managed the collection of federal revenue such tax deposits, custom duties, loan repayments, fine, and national park service fees.  Managed a daily collections cash flow of $103 billion.
  • Central Debt collection, managing the government's delinquent debt portfolio.  Collected $7.6 billion in delinquent debt.
